The Training and Educational Materials Development opportunity is part of OSHA's Susan Harwood Training Grant Program, a long-running discretionary grant program authorized under Section 21 of the Occupational Safety and Health Act of 1970. Created in 1978 and renamed in 1997 to honor Susan Harwood, the program funds nonprofit organizations so they can improve workplace safety and health through practical training and education. The overall goal is to reduce injuries, illnesses, and fatalities by increasing workers' and employers' understanding of workplace hazards, how to prevent and control them, and what rights and responsibilities exist under the OSH Act, including protections related to discrimination and reprisal.

This particular funding opportunity focuses on developing brand-new training and educational materials (not simply delivering existing courses). It prioritizes projects that reach workers and employers in high-hazard industries, industries with high fatality rates, or groups that have historically had less access to occupational safety and health training. OSHA specifically calls out populations such as young workers, temporary workers, minority workers, workers with low literacy, limited-English speaking workers, and other underserved or hard-to-reach communities. A major emphasis is expanding access to life-saving training, including by offering training in languages other than English when that would better serve the target audience.

Eligible applicants are nonprofit or other qualifying organizations positioned to reach these worker communities. The announcement highlights labor unions and worker organizations, community-based and faith-based groups, grassroots organizations, employer associations, and a range of Indigenous-serving and native-controlled entities (including Native American tribes, tribal organizations, Alaska Native entities, and Native Hawaiian organizations) as well as public or state-controlled institutions of higher education. Across these applicant types, OSHA is looking for organizations that can credibly recruit the intended audiences, use subject matter experts, manage an adult education program, and handle federal grant administration and reporting requirements.

To compete for a Training and Educational Materials Development grant, applicants must propose materials that address one of OSHA's specified training topics. The required deliverables are extensive and are meant to result in a complete, usable curriculum package. At a minimum, the package must include learning objectives and a course matrix, presentation and training content (including videos where appropriate), instructor and participant guides, student handouts, training evaluations, and learning assessments. Beyond creating the materials, grantees must validate them by running a pilot instructor-led classroom training session, which demonstrates that the curriculum works in a real training setting and supports OSHA's focus on measurable training impact.

OSHA also makes clear that this program is performance-driven and closely monitored. Awardees are expected to participate in data collection and training impact evaluation activities described in the FOA, and OSHA oversight can include orientation meetings, reviews of training materials, observations of training delivery, programmatic and financial monitoring visits, and reviews of quarterly and year-end reports. In other words, the funding is not just for producing content; it comes with expectations around quality control, documentation, and demonstrated outcomes.

For FY 2022, OSHA announced a total of $11,787,000 available for new Susan Harwood Training Program grants, with an expectation of making multiple awards (the opportunity lists 80 expected awards). The period of performance is 12 months, with projects beginning no later than September 30, 2022 and ending on September 30, 2023. For this specific grant type, the maximum award amount (the ceiling) is $75,000. As with many federal opportunities, the FOA itself does not obligate federal funds; funds are obligated only after an award is made and the recipient accepts the official award documents, and all awards remain contingent on federal appropriations and availability of funds.

The application rules are strict. Organizations are limited to one award per fiscal year across the Susan Harwood Targeted Topic Training, Training and Educational Materials Development, or Capacity Building categories. If an organization submits multiple applications under these categories, OSHA will only review the last complete and viable application submitted. An exception is noted for the separate infectious disease/COVID-19 Susan Harwood grant, which can be held in addition to one of the other grant types. The submission process runs through Grants.gov, and once an application is submitted it cannot be edited; if changes are needed, the applicant must submit a new complete package. The deadline for this FOA was August 1, 2022 at 11:59 p.m. Eastern, and any application submitted late or not validated by Grants.gov is deemed ineligible.
