The intent is that these participants gain usable skills and tools they can apply to high-stakes topics, including security and humanitarian conditions, economic realities, war crimes documentation and accountability, and Ukraine's recovery planning. Projects should be oriented toward helping these actors communicate in ways that generate informed, positive perceptions inside Ukraine and with relevant international audiences.

The Embassy highlights three broad strategic outcomes it wants projects to support. First, improving the use of diplomatic and communications tools to inform the world about Ukraine's security, humanitarian, and economic situation, while also expanding international audiences and mechanisms that can help lay the groundwork for a just and lasting peace. Second, strengthening social cohesion by maintaining strong ties with Ukrainians abroad and supporting reintegration for communities liberated from occupation, internally displaced persons, returning refugees, survivors of war-related violence, and veterans. Third, reinforcing Ukraine's long-term democratic trajectory by promoting stronger civil society, more resilient democratic and economic institutions, anti-corruption efforts, and reform momentum tied to Euro-Atlantic integration, all framed as part of securing a stable and prosperous future.

Funding is provided as a grant under AEECA supplemental funds, subject to availability. Individual awards are expected to range from USD 30,000 to USD 85,000, with project periods lasting between six and twelve months. The anticipated start window is July 1 to September 30, 2024. The opportunity is listed as discretionary, with funding activity categorized under Arts (CFDA 19.040), and the sponsoring agency is the U.S. Mission to Ukraine.

Eligible applicants include Ukrainian and U.S. not-for-profit organizations, such as think tanks and civil society or non-governmental organizations, as well as U.S. universities.
